Resources for Families with Young Children (Six and under) Mental Illness, Eating Disorders, Dual Diagnosis, Alzheimers/Dementia EARLY CHILDHOOD COMMUNITY RESOURCES FOR FAMILIES WITH YOUNG CHILDREN AGE BIRTH TO SIX Successful Futures (Bay County)Successful Futures serves pregnant women and families with young children age birth to six years in Bay County. Services include screening to determine family needs, referrals to community resources, newsletters for parents, postpartum home visits, phone line for resource information, and developmental screenings. Success by Three (Arenac County) Success by Three serves pregnant women and families with young children age birth to 3 years in Arenac County. Services include screening to determine family needs, linking and referral to community resources, parenting newsletters, child development information and home visits. Bay Arenac Early OnEarly On provides services to children birth through age 2 who have a developmental delay, a handicapping condition or who have a condition that is likely to result in a developmental delay. Services include case coordination, linking and referral to community resources, speech and language services, physical therapy, occupational therapy, play groups, lending library and access to respite and special needs money. Health DepartmentMaternal and Infant Health Program (MSS/ISS) provides services to pregnant women and teens and families with children age birth to three years that have Medicaid. Services are provided by a team of professionals that include a nurse, dietician and social worker. Services include case coordination, linking and referral to community services, nursing, dietary/nutrition, prenatal care, social work services, breastfeeding support, and information on child development and effective parenting strategies. Services are typically provided in the family home. In Bay County call 895-4004 and in Arenac County call 846-6541.
Children’s Special Health Care Services (CSHCS): Provides assistance to families who have a child with an eligible medical condition. Services include financial assistance with diagnostic tests, medical treatment, equipment and supplies, service coordination, linking and referral, genetic clinics, etc. Contact person is Judy McGee in Bay (895-4005) and Linda Simon in Arenac (846-6541 – ext. 11).
The Health Department also offers an Immunization Clinic, STD Clinic, Lead Screening, and the Women, Infant, and Children’s Nutrition Program (WIC). NEMCSA Head Start and Early Head Start Head Start and Early Head Start programs are offered by Northeast Michigan Community Service Agency (NEMCSA). Head Start-Early Head Start provides services to children from birth to five years old and to pregnant women. The program is free to those who qualify. Head Start/Early Head Start is a federally funded program that provides comprehensive services including health services, child development, early education services, and access to community resources. The program reserves ten percent of total enrollments for inclusion of children with disabilities.
Early Head Start (EHS) programs provide services to pregnant women, children and their families through the first three years of life. Early and continuous services provide the best opportunity for healthy pregnancies, supportive postpartum care, and nurturing and responsive care during infancy. The program seeks to promote learning by fostering developmental competence during the earliest years of childhood. Services are delivered in the home and at the Early Head Start center.
Head Start (HS) programs provide services to children ages three to five years old. Preschool education is delivered in center-based and home-based settings. Head Start seeks to provide the foundations for school readiness by fostering developmental competence during the years prior to entering kindergarten. The program also supports parents in meeting the needs of their families in order to enhance the child’s ability to learn and succeed in school.

The Preschool Partnership program is a centralized process to help families with low income and risk factors access pre-school programs such as Head Start and the Michigan School Readiness Programs. Eligible families will be matched with the most appropriate program based on their identified needs. There is no charge.
Bay Regional Medical Center Bay Regional Medical Center offers a variety of Childbirth Education Classes including one specific to teen parents, Infant/Child CPR Classes and a Daddy Boot Camp for new dads.
Nan’s Play Pals is an exciting and fun group for parents and young children to attend together. This interactive group includes music, dance, finger play, reading, and sign language and is designed to help young children learn and grow while having fun. The group meets on Thursday mornings for 45 minute sessions and costs $5 per family.

The Infant Mental Health Program and the Home Based Services Program provide intensive home based services to families with young children age birth to six years. Professional social workers and counselors work with families to encourage positive parent-child interactions, address mental health concerns, resolve family difficulties that are interfering with the parent child relationship and the healthy development of the infant or young child, and provide information on effective parenting techniques. Services include individual and family therapy, case management, access to psychiatric and medication services, and education on parenting and child development issues. This Isn’t What I Expected: Depression After Delivery Support Group helps new moms who are experiencing postpartum depression (or other troubling emotions) or who are having difficulty adjusting to a new baby. The group is offered twice per month and is facilitated by nurses and social workers. There is no charge. Parents are welcome to bring their infant to the group. Call 895-2240 for more information.
Bay Arenac ISD The Imagination Library provides a free hard cover book by mail every month for all children in Bay and Arenac County from birth to age 5 years. Call (989) 667-3280 to request an enrollment form.
Families Reading Together works with families who have young children age birth to 7 years in Bay and Arenac counties. The program is designed to increase literacy skills in the family. By increasing the education level of parents they in turn can help their own children learn. Services include one on one GED preparation (tutoring) with parents, parenting education, enrichment play groups for children and their parents, and programming to foster appropriate child development. Special Education services are available for infants and toddlers and their families in Bay and Arenac County. Children age birth to 5 who meet eligibility criteria can receive education services prior to entering school. Services may include teacher services, speech and language services, physical therapy, and occupational therapy. Contact Project Find at 893-0075 for information. Parent Connect provides services to families in Bay and Arenac county who have children age birth to 18 years. The goal of Parent Connect is to help families prepare their young children to enter school ready to learn and to help children and youth already in school be successful. Parents are essential to their child’s success in school and therefore services are available to help parents stay connected to their child’s school and to help them raise successful children. Services include home visits, parent/child play groups, information on parenting and child development, access to tutoring services, information on the Michigan educational system, tips on how to boost a child’s academic achievement, and help connecting to local resources. Great Parents Great Start provides support to families with young children age birth to three. Services include home visiting, education on parenting and child development, enrichment play groups for parents to attend with their child, and referrals to community resources as appropriate. MSU ExtensionThe Breastfeeding Peer Support Program offers support to pregnant women and new moms related to infant nutrition and breast-feeding. Family Nutrition and Budgeting classes are available to families either through one on one home visits or classes in the office. The Building Strong Families Program is an educational series for parents with young children age birth to three. All services are free. Saginaw Valley Regional 4C Provides information and referral services for families needing Day Care assistance. They will provide a list of licensed day care sites to families based on their identified needs as well as give information on community resources available to help fund day care. Services are free. Women and Children’s Specialty Program (Substance Abuse Services) Intensive Outpatient Substance Abuse Services are available to women who are pregnant, who have an infant up to one year old, who are involved with protective services and/or who have been an IV drug user within the past 10 years. Services include counseling, transportation, linking and coordinating with community resources and help with childcare. Services are covered by Medicaid and for those without Medicaid the cost may be covered through block grant funds. Parent Involvement and Education Center – Bay City Public Schools The center promotes healthy parent-child relationships, helping to assure that each child learns, develops, and grows ready for school. With assistance from Parent Educators, parents are able to identify individual parenting goals and create a monthly activity program that works best for their family. Parenting opportunities include free classes on various topics that help parents prepare their child for school success. Connection to community and web-based resources and information about free community services are available. Early literacy Screening prior to entering kindergarten is also available through the Center for those entering a Bay City Public School. There is also access to a website with helpful parenting and child development tips (www.bcschools.net/parentcenter)
The Center has 12 trained staff ready to assist families with young children from birth to 5 years not yet in Kindergarten. The Center is located at 805 Washington Ave in Downtown Bay City (next to Chemical Bank). The Center is open Monday, Wednesday, Friday from 12:00-4:00pm or by appointment. Beacon of Hope – Crisis Pregnancy Center Beacon of Hope provides crisis and unplanned pregnancy services including free pregnancy testing and counseling. They assist women in exploring their options regarding parenting, adoption, and abortion. They also provide information about birth control and sexually transmitted diseases. The center is located at 212 Morton Street, Bay City, MI 48706. Hours are Tuesday from 3:00-7:00pm and Thursdays from 11:00am-3:00pm. No appointment is necessary. Call (989)893-3539 for information.
